Citizens' Patrols, Safety Committees, Neighborhood Watches, Crime Prevention, and Other Groups

Overlook, Yeshiva, & Burnt Hill
  • Safety Initiative: Waterbury Citizens' Patrol.
  • Operational Details: The Waterbury Citizens' Patrol is an autonomous group operating a network of marked and unmarked volunteer units. It is structured specifically to watch over and protect the Overlook Neighborhood, the Yeshiva Neighborhood, and most of the Burnt Hill Neighborhood, alongside adjacent surrounding tracts.
Town Plot Hill & Surrounding Sectors
  • Safety Initiative: Town Plot Citizens' Patrol (Historical / Inactive).
  • Operational Details: This patrol was an independent grassroots effort driven by Bob Marti and one other volunteer. Both operators were former law enforcement agents. The patrol was mobile and operated primarily across most of the Town Plot Hill neighborhood. This included the Western Hills Neighborhood south of I-84 (but strictly excluding the northern section of that neighborhood), located within the city’s West Side Sector. It also extended coverage to the Country Club Neighborhood, which encompasses The Ridges neighborhood in the Clark Hill District of the West Side Hill Sector. 
  • Civic Relations: The initiative was initially well-received by former Town Plot Neighborhood Association (TPNA) President Vincent E. Martinelli, Jr. and most of his 12 Directors. Under Martinelli’s leadership, four of the TPNA Directors graduated from the Waterbury Police Department’s Citizens' Police Academy. However, Marti's patrol was notably not well received by Martinelli’s Vice President, nor by TPNA management following the end of Martinelli's tenure. Martinelli subsequently resigned from his role at the TPNA to serve as the President of the Waterbury Neighborhood Council.

The program operated by the Waterbury Police Department that engages and provides an overview of police operations to community members is the Citizens' Police Academy.

Program Details
  • Purpose: Gives participants an inside look at law enforcement, department operations, organizational structure, and specialized units.
  • Activities: Includes facility tours, hands-on demonstrations, simulated scenarios, and an optional ride-along with an officer.
  • Requirements: Participants generally must be at least 18 years old and pass a background check as a resident, business owner, or community member.
Civic Associations & Neighborhoods Without Patrols

​Across Waterbury, there are no known active safety or patrol-focused committees operating directly within any neighborhood association or community club. Instead, these civic organizations strictly limit their safety involvement to hosting their designated neighborhood Community Police Officer as a monthly guest speaker. This monthly presentation allows residents to ask questions regarding localized crime stats and general police issues without the civic association hosting or managing any physical safety enforcement.

The vast majority of Waterbury neighborhoods lack any form of active, citizen-led patrol or independent watch groups. In these areas, public safety relies exclusively on the standard beats and emergency response dispatched by the Waterbury Police Department. Residents in these communities address crime prevention passively through localized social media forums, standard home surveillance systems, or by directly contacting city-wide municipal resources like the anonymous Waterbury Crime Stoppers tip line.

Neighborhood Housing Services of Waterbury (NHSW) Brief Description

According to their website, Neighborhood Housing Services of Waterbury (NHSW) has a mission to revitalize Waterbury via quality affordable housing, community initiatives, financial education, and self-sufficiency.  NHSW is non-profit and HUD certified.  NHSW serves low-to-moderate income individuals and families in Waterbury and other communities in western Connecticut.
