- Named as such to identify itself as an area which is largely ignored by, and not included in, the geographic areas associated with Town Plot Neighborhood Association (TPNA) of the Town Plot Hill neighborhood nor the Western Hills Neighborhood Association (WHNA), along the boundary of the Town Plott Hill neighborhood and the Bunker Hill neighborhood, especially where the Bunker Hill neighborhood crosses over toward the Town Plot Hill neighborhood along the Highland Avenue bridge.
- The above description is a colloquially-accepted connotation of the afore-mentioned neighborhoods.
- Technically and historically, the Western Hills neighborhood extends southerly up to and including Chipman Street, so the area in question falls within the boundaries of the Western Hills neighborhood.
- Circa 2014 through 2016,
- several
- Bunker Hill residents,
- and residents of the West End in the general vicinity of the northern portion of Highland Avenue from Chase Parkway to West Main Street,
- and residents of the Town Plot District, north of the Town Plot neighborhood (which ends on Chipman Street)
- presented themselves to then Waterbury Neighborhood Council (WNC) President as being interested in
- forming an association and
- becoming a Waterbury Neighborhood Council (WNC) member;
- a Waterbury Neighborhood Council (WNC) change of management in 2016
- resulted in no support by the Waterbury Neighborhood Council (WNC)
- and no Cross-Over association was formed.
- Although at least 3 meetings took place between over a dozen residents in the so-called Cross-Over neighborhood,
- and talks with the Waterbury Neighborhood Council (WNC) were promising,
- the above-mentioned residents asked for assistance and guidance by the Waterbury Neighborhood Council (WNC)
- recognizing that the self-defined neighborhood does not exist in any other form
- knowing that they have reached out several times prior to 2014 to

- Although this, and many other neighborhood associations and neighborhood community clubs have existed in this city for, in some cases, over 100 years, and although none of them have ever been neighborhood housing associations, they have been erroneously listed as such on the official City of Waterbury website as such. To be clear, neighborhood housing associations are very much different from condo associations, and both of those are very different from organizations such as Neighborhood Housing Services of Waterbury (NHSW) and Loyola Development Corporation, and all of those are vastly different from any of Waterbury's neighborhood associations and neighborhood community clubs. The function, purpose, and manifestation of each of these types of organizations is significantly different, and none should be confused with the other.
