    1. ​The Town Plot Hill neighborhood is part of the Town Plot Hill district, which is similar to Bucks Hill or the East End in that they also have neighborhoods within the district.  The Town Plot Hill District is part of Waterbury's West End, which includes the neighborhoods which are listed below, and the neighborhoods which are included in the Bunker Hill District of Waterbury.  Within the district of Town Plot Hill, there are several neighborhoods, including:

    1. ​The earliest-known published document which specifically refers to Town Plot is The History of Waterbury, by Henry Bronson, M.D., published in the year 1858, referencing research which began in the year 1820.  The book refers to court records which date back to at least the year 1861, quoting such as referring to "town plot".
    2. In the year 1749, Town Plot, also at that time known as Town Center, became one of the first four districts ever created in Waterbury (along with Judd's Farm, Buckshill, and Breakneck).

Meet the Mayoral Candidates 2013

The Town Plot Neighborhood Association will transform its typical Monthly Member Meeting into a Meet the Mayoral Candidates on October 8th, 2013.  The Association, which has been in a revival mode for over a year, has had a packed house in their recent meetings.  Keynote speakers of the past few months include Chief of Staff Geary (in May), Chief of Police Riddick (in June), and Mayor O'Leary (in September); the Association does not host meetings in July or August.  

All three Mayoral candidates have replied affirmatively to a request by the Association for them to appear in a unique format.  President Vincent E. Martinelli said that the Board of Directors had previously agreed not to host any such forum, but, after several requests from members, and non-members, the outcry for such an event was daunting.  Despite being the keynote speaker at their recent meeting, and having top brass represent the Mayor's office in recent months, Mayor O'Leary canceled a fundraiser so that he would be able to participate in this event.  Sources from the Mayor's office didn't say whether the cancellation was due to lack of interest in the fundraiser, or if the Mayor was concerned over losing votes in the highest registered voter precincts in the City.  Town Plot Hill not only has highest population of registered voters per capita, but it also has the three highest voter turnout precincts in the City; Waterbury typically averages around 21% turnout, while Town Plot Hill is more than double that, at 54%.

Martinelli wouldn't comment on the nature of the forum until each candidate has been given a complete set of rules, but said, "This is not a debate.  This forum is unlike any I've seen before, and it has been carefully designed to allow each candidate an opportunity to prove their qualifications and leadership abilities."  The Tuesday, October 8th event will begin at 7:00 p.m., and the Association is working with three Highland Avenue venues to determine the best location for the event.  Martinelli said that he expects a record number of guests to attend.

Membership is Vital to Quality of Life

The recent threat of having a telephone communications tower installed in Town Plot Hill has many residents in an uproar.  Neighbors say that the tower would be intrusive, ugly, and dangerous to human health.

Town Plot Neighborhood Association President Vincent E. Martinelli said that he expects loud and vocal resistance to the idea.  The proposed location in Town Plot Hill is central to the business district and Town Plot Park.  Martinelli said that there are many members of the Association who live within the immediate area, and said that the project will have an uphill battle with residents.

Cell Company Seeks Town Plot Re-Zone

Cellco partnership, DBA Verizon Wireless, has applied for a variance to the Waterbury Zoning Board of Appeals for the location of the Masonic temple property at 531 Highland Avenue Waterbury Connecticut. The variance has been requested to accomodate the installation of a wireless communications facility at that property.  The company plans to construct an equipment shelter on the ground, within 15 feet of a property zoned or used for residential purposes; this exceeds the current zoning regulations of a 50 foot setback.

A public hearing will be held in he City's Aldermanic Chambers at City Hall, 235 grand street, on Wednesday, February 19th, 2014, at 6:35 p.m.

Association Increases Membership

Through the leadership of current President Vincent E. Martinelli, and with the selfless assistance of Board of Directors members RoyAnn James-Ellerbee and Clorinda Hanlon, there has been an increase in volunteerism, morale, meeting attendance, event attendance, and membership.  When Martinelli took office, the Town Plot Neighborhood Association had a total of 12 members, average meeting attendance of 16 people, and scarce participation.  Volunteerism and morale was also at an all-time low.

Through the innovations of James-Ellerbee and Hanlon, membership increase to a total of 169 paid-up members in good standing, average meeting attendance for the last 18 months was 69 people, and representatives from various City appointed, elected, and employed people is common.

Martinelli was unavailable for comment, but sources say that he endeavors to become the President of the Waterbury Neighborhood Council and will not seek election as President of the Town Plot Neighborhood Association.

Town Plot Neighborhood Association Meeting

The Town Plot Neighborhood Association will hold its monthly meeting on Tuesday September 2nd at 7:00 p.m. at Our Lady of Mount Carmel Church Hall, 785 Highland Ave., Waterbury.  This month’s keynote speaker will be Tim Angiolini, Agent/Owner of a State Farm agency in Watertown. Mr. Angiolini will discuss how young families can leverage a tight budget into asset protection, reduce insurance costs without increasing risk exposure, get the most from their financial and insurance professionals, adequately plan for education and retirement, and much more.  Tim has been helping individuals, families, and businesses locally for several years, and holds multiple licenses

Community Police Officer Christopher Gagnon will provide his monthly report, and also address questions related to safety. 

The Town Plot Neighborhood Association encourages all residents to attend and participate.

Town Plot: Busy Week

WATERBURY, TOWN PLOT:  
To start off the week, the Waterbury Sons and Daughters of Italy hosted its Christmas Party on Monday, December 9th, 2013, and then the Town Plot Neighborhood Association hosted its Christmas Party on Tuesday, December 10th, and so did the Masonic Lodge.  The Our Lady of Mount Carmel School  hosted their weekly Bingo  on Thursday.  

The Town Plot Bar Hop is scheduled for Friday, December the 13th, 2013 at several of Town Plot's finest bars and restaurants.  The neighborhood, touted as being the most Italian in the City, has for years enjoyed having many quaint and quality restaurants within walking distance of the entire neighborhood.  This was not by accident, as Town Plot is the oldest, and only planned, neighborhood of scale.

POSTPONED UNTIL FURTHER NOTICE DUE TO SCHOOL CLOSINGS: Kennedy High School is hosting their Annual Toy Drive & Drop on Saturday, December 14th, 2013, from 9:00 a.m. to 2:00 p.m., along with Member Drives and informational presentations from the Town Plot Neighborhood Association, the Town Plot Sports Association, the Liberty-Continental Lodge, the Town Plot Citizens Patrol, the Harmony Lodge, the Doric Chapter Order of DeMolay, the Waterbury Sons and Daughters of Italy, the Ciochetti Foundation, Girls Inc, a food drive, children's coat drive, and children's gloves, mittens, and scarves drive, a bake sale, and other attractions.  

There is also a Toy Drive at Our Lady of Mount Carmel Church from 10:00 a.m. to 12:00 p.m. being hosted by the Ciochetti Foundation on the same Saturday, December 14th, 2013.

Association Membership is Vital to Preservation of Quality of Way of Life

The recent threat of having a telephone communications tower installed in Town Plot Hill has many residents in an uproar.  Neighbors say that the tower would be intrusive, ugly, and dangerous to human health.

Town Plot Neighborhood Association President Vincent E. Martinelli said that he expects loud and vocal resistance to the idea.  The proposed location in Town Plot Hill is central to the business district and Town Plot Park.  Martinelli said that there are many members of the Association who live within the immediate area, and said that the project will have an uphill battle with residents.  

The zoning change violation fiasco a mile away, also in Town Plot Hill,  which was stopped last year due to intervention by the Association, was not stopped this time around because residents in that area did not have the support of the Association, and their fight was futile.  Now the residents will need to retain an attorney and pay all related costs out of their pockets.  

"A simple $10 per year membership", Martinelli added, "would have stopped the project in its track at no cost to the residents nor the Association."  When asked if the Association will fund the fight, Martinelli said, "This is a decision which will be made by the Board of Directors.  The residents in the area already contacted the Association - which they do only when they need something from us - asking for us to fund at least part of the legal battle.  I'm sure that I can convince the Association to foot the entire bill, up to 10% of the total collected in new dues by residents in the immediate vicinity.  Shy of that, the Association may decline the invitation to pay for something which could have been avoided on the grounds that apparently - based on membership contributions and neighbor participation - the vast majority of neighborhood residents are not opposed to the project."

Martinelli also said that some residents proposed to the City that a new street light be installed at the intersection of Bradley Avenue and Wesley street, but the attempt failed largely due to the fact that the well-intentioned advocates neither informed nor asked the Association for guidance or support.

The replication of the recently highly successful citizen patrol of the Historic Overlook District Neighborhood Association was nearly dead in the water at Town Plot Hill, Martinelli said, since former Association President Joseph Savoy - spearhead of the endeavor - also didn't bring his idea to the Association for guidance or support.  In a private conversation between Martinelli, Police Chief Riddick, and Police Lieutenant Stephenson - all whom were unaware of Savoy's intents - this topic was discussed energetically.  Martinelli said that the new citizen patrol in Town Plot Hill - dubbed Town Plot Security - was not in real danger "of being shot down because the residents and Association are greatly in favor of such a patrol", but noted that the integrity of former Waterbury Police Officer Savoy - at least in the eyes of the Waterbury Police Department - was seriously tarnished, and the Police Department considered disallowing Savoy's project, or perhaps allowing it  but without the involvement of Savoy.

Scholastic Robots Evolve to Regional Status

The robotics team of Kennedy High School, in Waterbury's founding village Town Plot, has had substantial progress in recent years, and has attracted regional attention.  The robotics team will host a regional 2-day event this year - and the host venue will be Wilby High School in the City's Bucks Hill section.  Team veteran Andrew Work is expected to continue his efforts

Various neighborhoods, and their related associations, participated in the Front Porch Day today, Saturday, June 10th, 2014.  The weather proved to be ideal, and the results are expected to motivate property owners, across much of the city, to maintain and improve the appearance of the facade of their properties.

Both "weak" and newly formed neighborhoods and/or their associations participated.  Residents of NEWPAC, one of the hardest hit neighborhoods, in terms of neglect and blight, were encouraged to participate.  A team of volunteers from the Waterbury Neighborhood Council, a coalition of neighborhoods, recently canvassed the NEWPAC neighborhood.  The team, comprised of the  President of the Burnt Hill (Upper Fulton Park) Neighborhood Association , the President of the Hillside Historic District, the President of the Town Plot Neighborhood Association, and others, went door-to-door, knocking on dozens of doors and speaking to scores of area residents.  Their aim was to bring awareness to the program, and entice people to become involved.

Ironically, the team of volunteers from the Waterbury Neighborhood Council canvassed inner-city neighbordoods, rather than their own, despite never having been contacted by organizers of the event.  Neither the volunteers nor the Waterbury Neighborhood Council was provided advanced notice.  The neighborhood associations from Burnt Hill, Hillside, and Town Plot, all agree that participation in their neighborhoods would have been far greater had they been included in the planning.

Pictured above is a team of youngsters who are re-painting  weather-worn park benches.  Pictured below is a another team of youngsters who are working hard to move several yards of wood mulch into a play area at Chase Park.

Both teams were organized by the Thomaston Savings Bank.

Waterbury Neighborhood Council Committee Report for September 2013


The Annual Awards Dinner will be held at the Aria in Prospect on Thursday, November 14th, 2013.  The Association will provide $50 towards the event; tickets for this year’s spectacular event are only $50 per person.

Waterbury Confections has been postponed until late March or early April due to the Council’s involvement in several other very worthy projects.  The event will take place at the Palace Theater on East Main Street.

At the approval of the Board of Directors, President Martinelli has been appointed to fill the recently vacated spot on the Committee.

The picture above was taken from Town Plot Hill's Murray Park in the Murray Park Neighborhood.  Framed by nature, the skeletal feature, center, is one of the many electrical towers which Connecticut Light & Power has recently announced they will upgrade.  The water supply tower, which looks like a stilted bubble or a tear drop, to the left of the electrical tower, is over 3 miles away.  The feature which looks nearly equi-distant from the electrical tower but to the right of it, is a cell phone tower, much like the proposed tower which is intended to be installed 100 feet from Town Plot Park; that tower approaches 4 miles from the photographer's location.  Further to the right, what looks like a support for the electrical wires, is another cell phone tower.  As seen here, it appears to dissect the lower wire, and pierce the next wire up.  In reality, the wires and the cell phone tower is over 2.5 miles away.  This is an example of how modern technology impacts vistas; imagine how the cell phone tower would look if it were 100 feet from your back window, as apposed to 15,980 feet away, as is shown here.
