About the Crossover Neighborhood

1. Location of the West Side Manor neighborhood​
   1. The southernmost border of the Crossover Neighborhood is the north side of Chipman Street, including properties west of, and not on, Highland Avenue, and properties east of, and not on, Oronoke Road.  The northernmost boundary of the Crossover Neighborhood includes the properties along the Unites States Interstate Highway Route 84, including all properties along route 845 (between Oronoke Road and Highland Avenue).  Therefore, this neighborhood is bounded by Western Hills, Town Plott Hill, Country Club, and Brooklyn.  The entirety of this neighborhood is within the West End of the West Side Hill District.
      
2. ​Existence of the Crossover neighborhood​
   1. The Crossover neighborhood doesn't exist.  That is to say that the City of Waterbury does not recognize the Crossover neighborhood, and colloquially, neither do the residents.  This neighborhood, and many people in the prescribed neighborhood, has not been embraced by the Town Plot Neighbrohood Association, the Western Hills Neighborhood Association, the Waterbury Neighborhood Council, nor any other neighborhood association or community club.  
   2. In 2014, a concerted effort was made by area residents to become recognized by some neighborhood association.  Lacking that, they began to form their own neighborhood association.  After initial informal meetings, the group approached then President of the Waterbury Neighborhood Council, Vincent E. Martinelli, Jr., who embraced the concept.  Martinelli contacted the presidents of the bordering neighborhood associations and community clubs, and all agreed to the concept as well.  Martinelli left the Waterbury Neighborhood Council after 2 meetings with those residents.  No known further talks were initiated.
